The Department is intent on ensuring that co-operatives are run 'by members' as opposed to 'for members'. Here are its seven strategies:

• 'communitisation' of co-operatives
• extension of bona fide (i.e. service user) membership
• creation of forums for participation
• member centredness in service
• promotion of productive business
• encouragement of women's participation
• intensive member education.
